Rulemaking to Implement HB 971, Relating to Economic Criteria for a Certificate of Convience and Necessity for an Electric Transmission Project
Summary
The proposed amendment will implement HB 971 of the 82nd Legislature, Regular Session in 2011, which requires the commission to establish criteria to use in evaluating a certificate of convenience and necessity for an electric transmission project that serves the Electric Reliability Council of Texas (ERCOT) power region, that is not necessary to meet state or federal reliability standards, and that does not serve a competitive renewable energy zone. The criteria must include a comparison of the estimated cost of the transmission project and the estimated cost savings that may result from the transmission project.
