Rulemaking on Energy Storage Issues

Summary

Rulemaking to address issues raised by energy storage providers in workshop held in Project 39764 on October 6, the issues are:

  • whether storage facilities should be settled at the node when they are charging and are a  load  to the system, instead of settled zonally as  consuming  load is settled;
  • whether energy purchased by storage facilities should be classified as wholesale transactions; and
  • whether energy purchased by storage facilities should be subject to ancillary and transmission service charges.

The adopted section will be published in the Texas Register on April 13, 2012 and effective on April 18, 2012.
