Rulemaking on Energy Storage Issues
Rulemaking to address issues raised by energy storage providers in workshop held in Project 39764 on October 6, the issues are:
- whether storage facilities should be settled at the node when they are charging and are a load to the system, instead of settled zonally as consuming load is settled;
- whether energy purchased by storage facilities should be classified as wholesale transactions; and
- whether energy purchased by storage facilities should be subject to ancillary and transmission service charges.
