Rulemaking Proceeding to Amend PUC Subst. R. §25.236, Relating to Recovery of Fuel Costs


The proposed amendment adds environmental consumables required to reduce emissions of pollutants and whose use is directly proportional to the fuel consumed to generate electricity, as eligible fuel expenses; and adds allowances expensed concurrent with the monthly emissions of sulfur dioxide and nitrogen oxides, offset by any gains, as eligible fuel expenses. The proposed amendment also deletes the provision in the rule that requires that a fuel reconciliation be requested in a general rate proceeding; and deletes obsolete language from the section.

The proposal will be published in the Texas Register on January 3, 2014.
Comments are due February 3, 2014. Reply comments are due February 17, 2014.
