About DUO

The Division of Utility Outreach exists to help the Texas water and sewer utility industry navigate the rules and regulations that mark the path to consumer satisfaction and commercial viability, providing information ranging from registration guidance and customer service best practices to cyber security insights and legislative updates.

DUO's Jurisdiction

The PUC regulates the state's electric, telecommunication, and water and sewer utilities, implements respective legislation, and provides consumer assistance in resolving consumer complaints.

Handling Complaints

When consumers are unable to come to a satisfactory resolution with their provider, they may file a complaint with the Public Utility Commission of Texas' Consumer Protection Division.
