Other Uncertificated Non-dominant Telecommunications Carriers

Overview

When the FCC deregulated the local exchange market in the Telecommunications Act of 1996, it allowed states to require Interexchange Carriers, PrePaid Calling Card Providers, and other uncertificated non-dominant Telecommunications Carriers to register (PURA Chapter 54, Subchapter C; except as noted in PURA §51.002(10)) (relating to Definitions). The registration is done to identify, monitor, and protect the public interest against telecommunications entities providing unregistered telecommunications services.

Who Should File: Any entity that is described by the Substantive Rule 26.5(140)(Non-dominant Carrier); (A.) An interexchange telecommunications carrier (including a reseller of interexchange telecommunications services); (B.) Any of the following that is not a dominant carrier: (i) a specialized communications common carrier; (ii) any other reseller of communications; (iii) any other communications carrier that conveys, transmits, or receives communications in whole or in part over a telephone system; (iv) a provider of operator services that is not also a subscriber.

When to File: Before an entity begins service, they are required to register with the Commission. The entity is also required to file Annual Reports updating its registration information. See Substantive Rules 26.107 and 26.89 below.

Tariffs and Price Sheets

  • An IXC shall file either a Tariff or Price Sheet before service begins. There is no approval process and there is no required format. Tariffs and Price Sheets are for "Informational Purposes" only. The Tariff or Price Sheet becomes active the day it is filed with Central Records. The Tariffs or Price Sheets shall be filed in Control Number 42242.
