REC - Renewable Energy Credit Generators and Offsets Certification

Overview

A renewable energy credits trading program was established to ensure that an additional 2,000 MW of new renewable energy capacity will be built in Texas by 2009 and that customers have access to providers of energy generated by renewable energy resources. To earn Renewable Energy Credits (RECs), a generator must be a new facility or a small producer as defined in PUCT Substantive Rule 25.173(c) and must meet the requirements of 25.173.

A facility is not eligible for producing RECs if it is:

  • A renewable energy capacity addition associated with an emissions reductions project that is used to satisfy permit requirements in Health and Safety Code §382.0519;
  • An existing facility that is not a small producer;
  • An existing fossil plant that is re-powered to use a renewable fuel.

Who Should File: A generator that is a new facility or a small producer as defined in Substantive Rule 25.173(c) and that meets the requirements of 25.173 who would like to earn RECs.
When to File: 30 days before beginning operations in this state.
