Rulemaking Regarding Substantive Rule Pursuant to S.B. 1476.

Summary

The purpose of this rulemaking is to implement Senate Bill 1476 of the 85th Regular Session. SB 1476 requires the commission to establish criteria that determine whether Texas Universal Service support should be eliminated if the number of access lines served by competitive eligible telecommunications providers receiving support in certain exchanges declines by at least 50 percent from the number of lines that were served by those providers in that exchange on December 31, 2016.
