PUCT of Texas Accessibility Policy

The Public Utility Commission of Texas is committed to making its web sites accessible to all users by adhering to applicable provisions in the Texas Administrative Code (TAC) Chapters 206 and 213, the World Wide Web Consortium (W3C) requirements, and the Federal Section 508 standards.

Web pages or applications developed, or procured, by the PUCT must comply with the requirements referenced in this policy unless they would impose a significant difficulty or expense for the agency.

Websites and applications, for use with or in conjunction with any of the PUCT websites, which are created by companies and/or individuals under contract with the PUCT must also adhere to these accessibility rules and standards. Agency employees responsible for negotiating and monitoring contracts must ensure that contractors meet all applicable accessibility requirements.

Accessibility Testing

Major reports and other special publications that are made available on our web site are generally available in Adobe Portable Document Format (PDF). When posting PDF files, we follow this document from Adobe for Creating Accessible PDFs.

To improve the accessibility of our web site we test any major redesign with the screen reader JAWS. Additionally, we use the W3C validators for HTML and Cascading Style Sheets (CSS). The results of these reviews have been incorporated into the web site design.

We test sites and applications on the Windows platform and numerous browsers including Edge, Chrome, Firefox, and Safari.

We use various accessibility checklists and guidelines, including those at www.w3.org/TR/WAI-WEBCONTENT.

Exclusions - Accommodations

PUCT Interchange contains PDF documents that have their origins as scanned paper submissions. Although converted to PDFs using an Optical Character Recognition (OCR) procedure, not all objects contained in these documents may be readable by screen readers. If you have any problems reading these documents please contact the PUCT at the number/address below for further assistance.

Audio recordings of Open Meetings are not available at this time in a format that can be used by people with hearing impairment. Anyone can view the transcripts of the hearings at the PUCT Central Records office on the 8th floor of the William B. Travis Building, located at 1701 Congress Avenue, Austin, TX 78701.
