The Texas Electric Utility System Restoration Corporation is a special purpose public corporation established to provide a lower-cost, supplemental financing mechanism to Texas electric utilities that sustain system damage from significant weather events. The purpose of the Corporation is to allow eligible electric utilities to obtain timely recovery of system restoration costs through securitization and the issuance of system restoration bonds. The Corporation's enabling legislation—Subchapter J of Chapter 36 of the Public Utility Regulatory Act—directs the Public Utility Commission of Texas to oversee the Corporation's activities and appoint directors to manage its affairs.
