The Public Utility Commission of Texas regulates the state's electric, telecommunication, and water and sewer utilities, implements respective legislation, and provides customer assistance in resolving consumer complaints.
PUCT Substantive Rule §25.81 requires each electric utility to submit an annual service quality report no later than February 14 of each year on a form prescribed by the commission. PUCT Substantive Rule §25.52 establishes the reliability and continuity of service standards to be reported.
